Since December 2004, the average national salary has fallen by a cumulative 7.1%, or NIS 538. However, seasonally adjusted figures indicate that the average salary has risen 4.5%, or NIS 313, since April 2004. 27% of wage-earners earned an average salary of NIS 1,928 in April, 42% below the minimum wage and 73% less than the average national salary. An additional 177,000 people earned an average salary of NIS 6,349, 12% less than the average national salary. On the other hand, 66% of wage-earners, or 1.6 million people, earned an average salary of NIS 9,456, 32% above the national average salary. An additional 110,700 people earned an average salary of NIS 7,552 in April, 4.8% above the national average salary. The National Insurance Institution reports that there were 65,100 legal foreign workers in Israel in April, earning an average salary of NIS 3,910, 46% less than the national average salary. 15,800 Palestinians also worked within the Green Line. There were 2.43 million Israeli wage-earners in April. The average salary of all Israeli, Palestinian and foreign workers - 2.51 million people - was NIS 7,094.
